Kenya Warns Commercial Ships of Fleeing Foreign Militants

Minneapolis--Kenyan military has on Friday warned merchant ships operating in the Indian Ocean to be vigilant and avoid transporting foreign fighters in the ranks of al Shabaab who are re-grouping in coastal cities in southern Somalia to flee to Yemen.

Major Emmanuel Chirchir said any maritime operations in these areas are banned as the border with neighboring Horn of Africa is still closed. Analysts say Kenya fears illegal small arms influx and militants disguising to be refugees to destabilize the region.

“Foreign fighters have re-grouped in the towns of Barawe and Merka in Somalia with the intent to flee to Yemen…We warn any merchant ship operating in this sea lane of communication to be cautious about transporting fighters” Chirchir said on his Twitter page

Kenyan navy said they have killed 18 Al-Shabaab militants aboard a small boat transporting fuel to Kuday Town on Wednesday after fighters refused to stop for identification and approached a warship speeding fast.

“The Kenya Navy intercepted the skiff and sunk it, killing all the militants,” Chirchir said in a statement.

Militants crossing from and to both Somalia and Yemen, and cooperation between al Qaeda in the Arabian Peninsula (AQAP) and al Shabaab have long worried Transitional Federal government and its western and regional allies.

The East Africa’s biggest economy sent units of its military into Somalia last month to fight extremists who it accuses of organized cross border raids, killing and kidnapping European tourists in the holiday friendly village, Lamu in the Indian Ocean.

Those assaults which Kenya says had threatened a multi-million tourism industry became a launch-pad for Operation Linda Nchi, meaning "Protect the country" that has been on papers since 2009 to install a semi-autonomous regional government into southern Somalia to shield itself from the two decade war.

Somali cabdriver pleads guilty to funneling money to terrorists

ST. LOUIS -- A Somali refugee who worked as an airport taxicab driver here was secretly plotting with leaders of an insurgent group back home to fund the terrorist organization, according to documents made public during his guilty plea Thursday.

Mohamud Abdi Yusuf, 31, acknowledged through his plea that throughout 2008 and 2009, he raised nearly $6,000 for al-Shabaab, an organization trying to topple the provisional government in war-torn Somalia.

The U.S. government named al-Shabaab a terrorist organization in 2008.

In a public statement, Dennis Baker, special agent in charge of the FBI in St. Louis, underlined the importance of the conviction, saying at least 20 American citizens have traveled to Somalia to join al-Shabaab, which has top leaders affiliated with al-Qaida.

The money at issue went toward a vehicle al-Shabaab used for tactical operations and to hide and deliver weapons, Assistant U.S. Attorney Matthew Drake said in federal court here.

In plotting the money transfers, Yusuf used aliases and held coded conversations with Sheikh Saaid, a mid-level group platoon leader, according to the plea agreement. They used references to al-Shabaab including: "the youth," "the skull-breakers," "the teeth grinders," "the general cause" and "males who wear short pants." The plea agreement says Yusuf spoke regularly with an unnamed co-conspirator in San Diego who, according to wiretapped conversations, was passing on direct orders from Aden Hashi Ayrow, the principal military leader and commander of al-Shabaab. Ayrow, who declared a "holy war" against Ethiopian and other African Union supporters in Somalia, died in a missile strike in 2008.

The man in San Diego appears to have been the hub for funneling money from the U.S. to the group, according to court documents.

The documents say Yusuf used various aliases and that his link to the group was a man named Duane Mohamed Diriye, whom he met at a Somalian refugee camp before immigrating to the U.S. He told Yusuf the fighters would "jump out of the vehicle, kill their targets, get back in and flee." The outlined conversations indicate Yusuf had a more prominent role than might otherwise be assumed based on the amount of money transferred.

His is the first post-Sept. 11 international terrorism case to be prosecuted in the court's Eastern District of Missouri.

Yusuf's arrest on Nov. 1 stirred anger in the city's Somali community, and had some accusing authorities of strong-arm tactics. A Post-Dispatch report outlined how that same day FBI agents singled out several dozen Somali cab drivers at Lambert-St. Louis International Airport for questioning, seeking to copy their cell phone memory cards and to examine their personal computers.

U.S. Attorney Richard Callahan declined to comment on the investigative tactics at the time. In what he said was an unrelated move, he appointed an assistant U.S. attorney as an outreach coordinator to the area's growing Islamic community.

Yusuf's defense attorney, Douglas Forsyth, has challenged investigators' use of secret surveillance under the Foreign Intelligence Surveillance Act of 1978. His motion to protest it, not uncommon for cases of this type, was rendered moot by Yusuf's guilty plea Thursday. In court, Yusuf spoke only to answer questions from U.S. District Judge Henry Autrey.

When entering his guilty plea for each of four of felony counts -- one for conspiracy, and three for providing material support to a designated terrorist organization -- he responded four times, "I did it." In exchange for his plea, prosecutors dropped charges related to immigration fraud and conspiring on monetary transactions.

Yusuf will face up to 15 years in prison for each count at his sentencing Jan. 31.

Prior to the hearing Yusuf appeared almost relieved, smiling at a group of friends and raising his clasped, chained hands in a greeting.

Forsyth declined comment afterward.

Diriye is believed to be in Kenya. Officials are working to have him extradited to the U.S. Another man, Abdi Mahdi Hussein, a Minneapolis resident and employee of a money-wiring company, also faces charges that he illegally funneled funds.

A terrorist suicide bomber had detonated the graduation ceremony of Benadir University at Shamo Hotel in December 2009 and killed over 30 people, most of them students, professors, ministers and journalists.

Sheikh Ali Mohamud Rage, the spokesman for the notorious rebel group, al Shabaab rushed to claim the responsibility of the bombings and said his fighters have targeted infidels; a similar unacceptable justification by the extremists to murder anyone who they consider is against their version of misinterpreted Islam in the predominantly moderate Muslim nation.

Rage, a radical Islamist warlord who has never attended a formal schooling system said scholarships from the one of the oldest sources of modern civilizations is “secular education” and whoever accepts them, will be deemed as “a convert” that should be killed.

He is spearheading long-term efforts of preventing the county of 9 million to further drawn into an ocean of disasters and investing peace, an indisputable leadership role which every global citizen should applaud.

Minneapolis(NewSomalia)--- As the term of the besieged transitional federal government expires in less than two months time, Somalia’s feuding leaders have on last Wednesday agreed a power sharing deal which extends their mandate to another one year and demanded resignation of the current Prime Minister Mohamed Abdullahi Mohamed within 30 days, strengthening small internal opposition bloc led by the speaker, Sharif Hassan Sheikh Aden.

The Kampala Accord which may possibly dissolve Diaspora and technocrats dominated cabinet chaired by Mohamed, a Somali-American who many Somalis and the international community praise for his honest leadership and the progress made in the capital Mogadishu in recent months, is a big setback to efforts of resolving one of the continent's longest wars.

Mohamed defied the deal saying he will stay in office following waves of public support for him that included protests in Mogadishu, other major cities and on social network, Facebook where one page has raised nearly 8,000 supporters.

In February, struggling to cling to power, the parliament speaker has pressed unilateral vote for an extension of the parliament term to three years and called for election of the president in August, a deadline in the Djibouti Agreement.

President Sharif Sheikh Ahmed’s plan A, has been one year extension for all transitional federal institutions including the cabinet, an idea that has attracted wide support from ordinary Somalis, the regional actors including Uganda and Burundi, the backbone of 9,000 strong peacekeeping force operating in the war-torn capital, Mogadishu and some of the International community.

Ahmed, 46, a former rebel and a geography teacher believes his administration would be able to defeat al Shabaab, a terrorist militant group that wage a bloody insurgency in Somalia and organize a fair election within the timeframe.

Many lawmakers and the current cabinet, well-educated reformists had been in favor of the president’s plan A, but his plan B, which could replace Mohamed to an ally of Aden, a less popular broker who puts his personal ambitions first at the expense of the Horn of Africa nation’s 9 million people, the blood of sacrificing peacekeepers and donor money, would weaken Ahmed and marginalize him furthermore to lean to demands of ignorant and corrupt elite.

The national assembly speaker, 64, uneducated livestock trader had changed allegiance from government to Islamists opposition and vice versa in the last five years.

The accord said the President and the speaker "will work together on implementing priority tasks including finalizing and adopting the constitution, reforming institutions, enhancing and rebuilding security sector and reconciliation" which the premier was a champion, making the deal another maneuver by a few parasite politicians who are interested of ministerial portfolios.

“Members of the International Contact Group however note that Somalis must reach an agreement on the transition, and, if there were an extension, it would be for no more than 12 months ending August 2012 for all Transitional Federal Institutions unless circumstances dictate otherwise” a communiqué of the conference suggested early this month.

Somalia, world’s number one failed state had not had a functioning government in two decades, leading worst championships including the corruption index of Transparency International.

Somali MPs aim to change clan power-sharing law

MOGADISHU (New Somalia)-A group of 176 Somali legislators is pushing for changes to the law that dictates how power is shared between the country's clans because they believe it is discriminatory, a former deputy speaker said on Tuesday.

Mohamed Omar Dalha, a member of the newly-formed Umbrella for Guidance and Rescuing the Nation, told Reuters the group would seek to abolish Article 29 of the Transitional Federal Charter that institutes a power-sharing governance structure for Somalia's clan-based politics.

According to a formula in the charter, Somalia's four major clans each receive 122 seats in the 550-seat parliament. The remaining 62 seats go to an alliance of dozens of minority clans.

The controversial formula ensures that top leaders such as the president, prime minister, speaker and key ministers are picked from major clans.

"We formed this parliamentary block to lobby the needs of our people in the assembly, abolish or amend articles in the charter that dishonour the culture and Islamic principles of our society," Dalha said.

"It is unfortunate that an article declaring that minority clans make up only half a clan is in our charter, but we want it removed," Dalha said, adding that some MPs from larger clans were supporting their cause.

Dalha said the group planned to transform into a political party should the Horn of Africa nation -- which has struggle to get a central government for nearly two decades -- managed to move toward multiparty polls when the term of the current administration ends in 2011.

"We are working on transforming it into a political force that has grassroots support, and that will depend on if multiparty elections are likely before the end of our term."

Somalia has not had a multiparty system since 1969 when the military assassinated the father of the current Prime Minister Abdirashid Ali Sharmarke in a coup.

A new mission for Somalia’s Mustafa Haji Abdinur

January 21 marks Press Day in Somalia, the most dangerous country in Africa to be a journalist. As such, few local journalists find much reason to celebrate. With nine Somali journalists killed in the line of duty last year, numerous local journalists have fled, especially from the restive capital, Mogadishu. “The free media is going to die out,” journalist Mustafa Haji Abdinur warned Ron Hill in an MSNBC interview last year after he received CPJ’s 2009 International Press Freedom Award.

Abdinur, an Agence France-Presse correspondent and editor-in-chief of local radio station Radio Simba, was the first Somali journalist to win our award. His courage and determination to continue reporting in a country that Oxfam has called “the worst humanitarian situation in Africa in many years,” made him an excellent choice.

After flying to New York City to receive his CPJ award, Abdinur did something that surprised most of his colleagues: He returned home. “For many people here, they thought returning from America to Mogadishu at this time was like preferring death than life,” he told me recently, “but they still appreciate my decision to work in my restive capital with the risks at hand.”

Abdinur launched a new initiative this week—the Somali Media for Peace and Development.

Since 2003, Abdinur has been planning on a peace initiative using the media to help end the violence he has experienced his entire life. “I did a lot of research on this idea and was surprised to see that no peace initiatives actively involved the media,” said Abdinur, who is continuing his AFP and Radio Simba work as well. “To me, a peace initiative without involving the media is like tea without sugar.”

Although diminishing in numbers, independent journalists still play an influential role with the population. “People are now accustomed to getting information through the local media. We hope to influence the attitudes and behavior of conflict-affected communities across Somalia to seek non-violent solutions through the media—and to empower the media to follow suit.”

Considering all the dangers journalists face in Somalia, why begin a new initiative now? “I can simply say nothing is safe in Somalia at this time,” Abdinur told me. “If you stay in your house and speak to nobody without doing anything, you will find someone who is not pleased with your existence—so, in this culture, we need to push for peace more than ever.”

Somali Journalist Launches New Somalia Blog

(Newsomalia)-A Somali journalist launched a new blog intended to work as a forum for the war torn nation’s people to end nearly 20 years old crisis that killed hundreds of thousands and displaced millions.

The blog will serve as mediator for the Somalis in the country and those in Diaspora to share the information of their country and the plight of the people.

“We will focus human rights violations, humanitarian issues, and facilitate for Somali citizens and world to understand the complex conflict that had devastated our nation” said Abdiaziz Hassan, a 26 year old Somali journalist during the launch of the blog.

The blog, first of its kind is the road to new Somalia, where people can enjoy their peaceful and prosperous home land, as the people of Somalia will hopefully recognise the interest for all.
